Bill Dillard is a native Texan and is a graduate of Euless High School, East
Texas Baptist University, Marshall (BS) and Southwestern Baptist Theological
Seminary in Fort Worth (MRE). Bill worked for 40 years – 36 as Chief Executive
Officer – to develop services for persons with mental impairments in their local
communities. He served at local, state and national levels to improve the
treatment and funding for and understanding of persons with mental illness or
mental retardation.
Bill has served his communities through various activities including county
chairman of the American Cancer Society, city planning advisory committee,
public schools special services advisory committee, United Way advisory
committee and fund raising committees. His state and national service included
chair of the Texas MHMR Executive Directors’ Consortium and board member of the
National Council for Behavioral Healthcare.
A Rotarian since 1986, Bill served as President of the Rotary Club of Victoria
Sunrise in 1993-1994 and as Governor of Rotary District 5930 in 1996-1997. He
has served PETS as a Discussion Leader, Registrar and Rotary Basics Instructor.
He is currently a member of the Rotary Club of Lake Conroe in District 5910.
Bill and Sue, also a Paul Harris Fellow and Foundation Benefactor, celebrated
their 52nd weeding anniversary last year. They are blessed with three children,
four grandchildren and four great grandchildren. They are active in the First
Baptist Church in Conroe where Bill serves as adult Sunday School teacher.
